This bill makes North Carolinians less safe and undermines responsible gun ownership. Therefore, I am vetoing it. The bill eliminates training requirements associated with concealed carry permits and reduces the age to carry a concealed weapon from 21 to 18 years old. Authorizing teenagers to carry a concealed weapon with no training whatsoever is dangerous. The bill would also make the job of a law enforcement officer more difficult and less safe. We can and should protect the right to bear arms without recklessly endangering law enforcement officers and our people.

    BS, all the anti-gun talking points here. Its not about 18 year olds, vetoing the bill keeps the ‘training requirements’ intact for those who are older than 18, in other words everyone in the state. This is yet another anti-gun ‘control’ talking point. Would he have vetoed a bill that simply removed the ‘training requirements’ but not wanted to lower the age to 18? Yes, he most likely would have. Anti-gun interests got to this governor.

    Now, maybe he does have some genuine concern as that’s possible. But, there needs to be a valid basis upon which to deny the exercise of a constitutional right, and the excuses here, are all typical anti-gun talking points intended to make people jump to ’emotionally based judgement’ is wayyyy out of line and not valid. 18 year olds everyday in his state and around the country make good decision-making, planning, prioritizing, and sound judgments decisions every day thousand of times a day, and even decisions for life-and-death.

    … at 18 join the military, get a drivers license at age 16 to operate a car in public spaces, vote at age 18 (however, some states permit 17-year-olds to vote in primary elections if they will turn 18 by the time of the subsequent general election), enter into contracts at age 18. And left wing ‘interests’ (especially LGBTQ++++ and the drug legalization crowd) and Democrat politicians have been trying for a long time to get the voting age lowered to 16 arguing that 16 year olds are capable of mature decision-making, planning, prioritizing, and making sound judgments, the minimum age to become a police officer in the United States typically ranges from 18 to 21 years old (depending on the state and specific department requirements). There are age 18 employees of the state of North Carolina, and North Carolina doesn’t prohibit 18 year olds from working without training in occupations that can make the public less safe. And the list goes on and on…. all this by 18 year olds exercising “decision-making, planning, prioritizing, and sound judgments”. But an 18 year old exercising a constitutional right suddenly its all sorts of excuses to deny them. This veto was about government-control and not the anti-gun stuff the governor spewed.

    It simply has not been evidenced that 18 year olds exercising the 2A does any of that. Sure, there might be an incident here are there just like there are for any age group for just about a little of everything with anything – accidents and bad decision/judgement calls happen, but its not evidence that supports the anti-gun stuff in the governors statements as a reason to deny exercise of a constitutional right to law abiding non-prohibited citizens. If we are going to allow such non-evidenced broad generalized assertions for a constitutional right then lets not, for example, let 18 year olds vote or exercise the first amendment.

    Its insane to basically say ’18 year olds are not part of the ‘people’ in the second amendment’ (which is basically what this is when you deny exercise of the right to 18 year olds – it just another way of saying it) – yet, tell those 18 year olds they are adults and can do all this adult stuff…. are they part of ‘the people’ when you want them to vote for you governor?

      Recruits in the Armed Forces receive weeks of intense classroom and hands-on training with firearms by professional instructors with years of experience before they are authorized to carry weapons, and then only under strictly controlled conditions with a chain of command that supervises their every move 24/7. No one is allowed to keep private firearms in the barracks or dorms, recruits do not have access to weapons except by direct authorization of their superiors.

      To compare that with permit-less carry with the only qualification ‘can you acquire a gun’, the only rules are ‘stick it in your pocket’, is intellectually dishonest.

          Iran had reached the 60% point of enrichment needed to go further to produce 90% enriched uranium U-235 [90% is weapons grade] – from that 60% point it takes only a few days to a week to enrich to 90%. They had a quality of 90% enriched uranium U-235 already, enough to build a nuclear weapon in a very short time (2-3 days) if they had not already (although, they probably did as indications were they had retrofitted missiles for a different warhead and specifically deployed those in a position to attack Israel – and they had threaten to use a nuclear weapon soon). 90% enriched uranium only has one purpose, a nuclear weapon – 90% enriched is useless for ‘peaceful power generation’, can’t be used for that as it becomes too ‘fissionable’ unstable at 90% enrichment. Iran bragged about the capability.

            There are two centuries of precedent saying what Trump did for his limited military action was constitutional and legal.

            The Constitution names the president as Commander in Chief under Article II. That role gives the president lawful authority to respond to imminent threats with military force, even without a formal declaration of war. Limited military actions, short-term strikes, emergency operations, and proportional retaliation have always fallen within presidential authority without needing permission of Congress.

            It is the way American presidents have operated since 1791. Throughout U.S. history, presidents have launched more than 200 military operations. Congress has issued only 11 formal war declarations.

            The Supreme Court reaffirmed this authority in The Prize Cases (1863) when it ruled that Abraham Lincoln could lawfully impose a blockade during the Civil War without a declaration of war.

            Modern courts have followed suit. They have repeatedly declined to strip the executive branch of its authority during unfolding crises. The courts recognize that war zones move fast. Legislatures do not.

            President Trump’s decision top strike Iran complied fully with the War Powers Resolution of 1973 that permits presidents to use military force for up to 60 days before requiring formal congressional approval, as long as Congress is notified within 48 hours. The Trump administration satisfied both conditions.

            There have been presidents, democrat and republican, that have said ‘Iran can not have a nuclear weapon’. The most contributory, in fact a direct line to modern times Iran nuclear weapons, were weak democrat presidents, even going so far as to fund Iran’s nuclear weapon program.

            It began with democrat president Harry S. Truman. He sanctioned the attempts to destabilize the Mosaddegh government to over throw it.

            Then there was democrat president Jimmy Carter. Iran blatantly exploited the weakness of this president, and due to his in-action and weakness – On Nov. 4, 1979, less than two weeks after the constitution of the new Islamic Republic was adopted, a group calling itself Muslim Students Following the Imam’s Line (that is, the Ayatollah Khomeini’s line) entered the U.S. Embassy compound in Tehran and took hostage the skeleton staff of sixty-six that was still serving there after the fall of the Shah – thus attacked the United States (the embassy was, under international law, United States soil) and by doing such declared war on the United States. And for the last 46 years we have been at war with Iran.

            For years, presidents did nothing with an Iran crossing the president ‘Unanimous Red Line’ of having a nuclear weapon. Then Iran finally did it – despite their many attacks over the years in their declared war against us, this time they picked the wrong President, and Donald Trump did not back down and end up giving Iran what it wanted like the democrat presidents before him. Iran attempted to assassinate him because they saw him as the biggest threat to their nuclear weapon ambitions and because in his first term he had started trying things to stop their nuclear ambitions such as the January 2020 drone strike that killed Iranian General Qassem Soleimani who was heading up the deployment plans for a Iran nuclear weapon and withdrawing from the very exploitable and poorly crafted Iran nuclear deal, being exploited by Iran to continue its nuclear weapons program, so he could impose sanctions against Iran aimed at keeping Iran from getting what it needed to build a nuclear weapon, sanctions the nuclear deal kept from happening. This should have been a clue to Iran that we knew what they were up to but they still persisted. And then Iran threatens to use a nuclear weapon – and Trump did what needed to be done, did what Clinton and Obama and Biden paid lip service to but did nothing about.

            (in short, Iran knew Trump would not put up with their ambitions for a nuclear weapon. With Trump out of the way, its likely Kamala Harris would have ended up winning the election basically by default because no one else was really running against her. Iran knew from previous experience that democrat presidents are weak and lack the strength and fortitude and political resolve to stop them and talk a lot but never really do anything to them that stops or curtails their nuclear weapon ambitions, they wanted a democrat president and despite Kamalas statements she had already shown she was willing to give Iran what it wanted by her help with them getting the $16 billion that Biden unfroze.         Weeks of intense classroom and hands-on training? Weeks? The Marines have the longest Boot Camp at 13 weeks and they literally get Range _Week_ for “hands-on” instruction. Add in Grass Week and that’s two.

        And, of course, after that period they are no longer “recruits” in any Service and can purchase and carry personal weapons per the laws of the state in which they live, just not on base. I’d have to check, but I’m pretty sure none of the Services still require junior enlisted to live on base.

  3. Whenever I see “oh, this will be dangerous”, I cannot help but wonder: if this is, indeed, the outcome of the proposed bill, where are the statistics that show this is indeed the case? We have, what is it now, 26? 29? — I’ve lost track at how many States allow 18 year olds to carry without training or permit — surely there’d be data by now that shows this is, indeed, a dangerous move!

    But we never get that. Bills like this are always vetoed on “hunches” and “assumptions” — the likes of which are almost never born out by actual experience!
