Bill Would Mandate 4-Hour Course for Those Moving to California Who Own Guns

Why someone who owns guns would move to California isn’t really clear, but . . .

Californians would have to take a four-hour course with live-fire training to buy a gun if a bill advancing through the Legislature gets signed into law.

Senate Bill 948, by Berkeley Democratic Sen. Jesse Arreguín, also would require gun owners moving to California to obtain a firearm safety certificate and register their firearms within 180 days of their arrival. Beginning in 2028, obtaining that certificate would require completing the training.

It’s the latest effort by California Democrats to add more restrictions on firearm ownership in a state that already has some of the toughest gun laws in the country.

    It’s already a requirement for inbound residents to register their firearms within a short time period after arriving. What this is doing, however, is adding similar requirements currently applied to gun purchasers to existing owners. This is not applied to current owners already living here in CA. For example, if I own my grandfather’s pistol that was transferred to me prior to 1993 (when intrafamilial transfers became subject to registration), then I legally own it and Sacramento knows nothing about it and doesn’t require me to take any training. But if someone else moves into CA and brings their own inherited gun, they must declare it, register it, and (according to this proposed legislation) also take a training course to get permission to even own the thing. Very lopsided.

    Vote Biancho for Governor. Vote Pratt for L.A. Mayor. Start bringing the political pendulum away from the absurd and back toward good sense and personal liberty.

      Mr. Haz, I’ve heard that thanks to Cali not requiring voter ID, a growing ground-swell of out-of-staters are planning a road trip to LA on election day to vote for Pratt for mayor.

      Heard anything about this?

  3. CA is net losing residents every year.

    The only people moving in are drug addicts and mental patients to sleep on the sidewalks and in tarp towns. They aren’t declaring anything or taking any training.

    Much of the state is a third world shithole in denial.
