The consistent pattern with mass shootings is that they tend to end as soon or as late as the perpetrators meet effective resistance. Note, for example, how after being disarmed by a heroic bystander, one of the attackers at Bondi Beach simply stumbles around bewildered for a while. He was also disarmed by two other bystanders at the very beginning of the attack, though in that instance he sadly managed to get another gun and kill the brave couple who had disarmed him. He got lucky that one time in being able to overpower someone smaller and older than him, and he didn’t get lucky a second time.
The people who commit these kinds of mass murders tend, fortunately, to be morons. “Speed, surprise, and violence of action” cuts both ways. They rely on it to get the jump on innocent people, but they are ill-equipped to be on the receiving end.
The Australian Financial Review did a detailed analysis of bystander video and found that the killers fired 83 shots. Police fired about 20 shots of their own, and the vast majority of the victims appear to have been killed before police started firing and before the first killer was disarmed. Unfortunately, that took about eight minutes.
Time-to-effective-resistance is a useful metric here. “Unarmed bystander running up and grabbing the gun” is a form of resistance, and it’s incredibly heroic. But it’s also incredibly dangerous, with many examples of the people attempting it simply winding up killed in the process without putting a stop to the attack (e.g. the example above or Maine 2023). Its effectiveness is uncertain and very situational.
“Shoot the attacker with a gun of your own” is pretty effective resistance. It’s very rare for a mass shooter to engage in a protracted gun battle. They tend to get hit or to do themselves in almost immediately once bullets start coming back at them.
It’s not that hard to imagine a society where time-to-effective-resistance is <10 seconds in most public settings. That might sound completely unachievable. To some, it might sound dystopian, like some kind of Neo-Western fever dream.

On average, for every 7 seconds a mass-shooter is able to actively dominate the target zone unopposed the causality (i.e. wounding or death) probability (for individual victims) increases by 15%, this is not affected by the run-hide-fight defense scenarios as it still happens. It does not matter what type of firearm, its the same for semi-auto rifle or pistol or revolver or manual bolt single shot or shotgun – its also the same for sharp/edged weapons (i.e. knife, axe, machete, etc…) in the case of sharp/edged weapons for mass-killing attack incidents. On average, the majority of casualties (i.e. wounding or death) in a mass-shooting incident happen in 3 minutes or less – in the case of sharp/edged weapons for mass-killing attack incidents the majority of casualties happen in 3 minutes or less. There is a reason mass-shooters select 'gun-free zones', its because they know its more likely they can actively dominate the target zone unopposed – such zones basically, by law, guarantee the mass-shooter can actively dominate the target zone unopposed and have a defenseless victim pool.
The overall average for police putting a stop to the mass-shooter is ~5 minutes after they arrive. Accounting for the best average response arrival time of police (5 minutes) and the ~5 minutes stopping average it can be 10 minutes or longer before police are able to stop the mass-shooter which ensures the mass-shooter, on average, has at least 3 minutes (minimum) to actively dominate the target zone unopposed and inflict the majority of casualties.
Already on scene ordinary law abiding armed citizens put a stop to the mass-shooter in less than 10 seconds in most cases, and overall less than 15 seconds, if they engage the mass-shooter. (note: its about the same with the mass killer using weapons other than firearm).
(note: the term mass-shooter is synonymous with school-shooter, as used here. A school-shooter attack is just a mass-shooting that takes place in a school.)
Non-firearm (either physically or by use of other non-firearm weapons) resistance against an armed attacker (either firearm or non-firearm) fails in over 95% of cases, in cases where the threat is a mass-shooter it fails 98% of the time. So these civilian unarmed heroes at Bondi that engaged the shooters directly had practically no chance of surviving and sadly some did not – but heroes they all are.
Firearm resistance against an armed attacker is successful to stop the attacker in over 98% of cases (no matter what the attacker is armed with).
