Notes that the language I just cited says that the transfer only has to be BY a State, department, agency or any political subdivision thereof — it doesn’t say the RECIPIENT has to be a citizen or constituent thereof. If one were to go strictly by the plain English language meaning of the Hughes amendment, the Fish & Game dept of WV or any city or county could (probably even without enabling language) purchase and then transfer machine guns to citizens of Kansas so long as Kansas (or any state) doesn’t have a law making the possession of machine guns illegal.

On that note, WV (and other Red State governments) should purchase or manufacture auto-sears that can be dropped into any of a number of modern sporting weapons. The auto-sear is considered a machine gun by the ATF and it would greatly reduce the cost for many people as they already have the semi-auto variety and an auto-sear is just a small sheet of stamped metal that would be cheap to produce and ship.
