Well, I disagree. There should be – and IS – one entity that possesses the power discussed: CONGRESS.
We really need to burn down the US Code and rebuild it from scratch. And no bureaucrat should ever have the power to determine whether I’m a criminal – if it’s not coded into the law itself, then the bureaucrat can do nothing.
