They are trying. The Delaware State Sportsmens’ Association and several pro-gun lawyers have filed lawsuits before the ink was even dry on all the anti-gun bills DE has passed. Unfortunately, they’re facing Democrat judges that continually take the anti-freedom position. The most they’re able to do is keep appealing. They haven’t given up yet. Also keep in mind that Delaware elected a Democrat supermajority that rubber-stamps everything they want. The further south you go in Delaware, the more Republican it gets but the most densely populated county (DE only has three) always elects Dems to exert their will.

Missed the mark, Delaware was the last state to end slavery, whip a person as criminal punishment, and hang for execution.

DE concealed carry permit holders can use that as an alternative to the permit but the process is even more invasive. In addition to the fingerprinting and training which is essentially the same, DE requires prospective concealed carriers to post their full legal name and address in the newspaper to announce they are applying for a permit. And, DE requires five references from non-family members in the applicant’s county. If someone doesn’t have a lot of pro-gun friends or work in a gun-friendly workplace where they can get their coworkers to give them permission to carry, they don’t get to have a concealed carry permit. It’s shall-issue if an applicant jumps through all the hoops and wait time runs from several weeks to several months and there’s no way to predict it. The one upside is that renewals don’t require another training or fingerprinting and a carry permit is valid for longer than the handgun purchaser permit.

A slave does not. A slave will eventually be beaten at well. Stolen from. Eventually you will need state permission to do the most basic things.
