Hmmmm…No, they don’t. They are ‘hearing safety’ devices, not ‘hearing protection’ devices.

A hearing safety device is also known as a hearing protection device (HPD) – IF it blocks sound (reduces sound by some level) AT THE EAR by some ‘physical means’. Suppressors do not do that, they do not touch the ears – they reduce sound (reduces sound by some level) at the firearm and not the ear but by reducing that firing sound at the firearm they are aiding hearing safety thus are only a hearing safety device and not a hearing protection device.
